Analysing Intersections of Energy Poverty and Energy Justice in the Context of South Africa’s Energy Transition: A Systematic Literature Review
Energy poverty remains a pressing issue in the Global South, particularly in South Africa, where, despite an electrification rate of over 90%, around 40% of the population still faces energy poverty. This presentation will discuss findings from a systematic review of energy poverty literature in South Africa, spanning from 1994 to 2023. The study identifies eleven core themes, offering a multi-dimensional perspective that offers insights into addressing critical issues for advancing an equitable and just energy transition.
Employing an energy justice framework, the study examines how energy poverty intersects with restorative, distributive, procedural, and recognitional justice, contributing to South Africa’s Just Energy Transition (JET) Framework. The findings emphasise the need for household-level interventions that address the unique needs of energy-poor communities while supporting broader socio-technical shifts to renewable energy.
This multi-dimensional approach provides valuable insights for policymakers and practitioners, guiding targeted policies to address energy poverty and support the inclusive and transformative goals of South Africa’s JET Framework.
